Study programmes with local admission restrictions: direct application

In addition to study programmes with unrestricted admission and study programmes with nationwide admission restrictions, there are also study programmes that are only subject to admission restrictions at certain universities – so-called subjects with local admission restrictions (“Orts-Numerus-Clausus”/“Orts-NC”). Following the application of advance quotas, e.g. for applicants for second degrees and non-EU nationals, the study places in these subjects with local admission restrictions are awarded on the basis of Abitur grade (school-leaving qualification permitting university admission) and waiting period.

Special case requests

Please note the following important information about special case requests:
(The same criteria apply as for study programmes with nationwide admission restrictions.)

Your waiting period after completing your Abitur school-leaving qualification is calculated automatically. Please do not submit any vocational training certificates. If you acquired your university entrance qualification (Abitur) before 15 July 2008, a vocational training/employment period before the completion of your Abitur may result in an additional waiting period.

Applicants who are still minors at the start of the lecture period (see here for lecture period dates) may be considered in a special quota under certain circumstances.

If you are still a minor at the start of the lecture period and registered at your parents’ principal residence in one of the following cities/districts, please also submit a current proof of residence certificate (German only):

  • City of Gelsenkirchen
  • City of Duisburg
  • District of Mettman
  • Rhine District of Neuss

Applicants who have already completed a degree in another subject at a German university must submit an officially certified copy of their degree certificate including the grade achieved and a written statement explaining why they wish to apply for a second degree to the Registrar’s Office by 15 July 2025. Generally, the same criteria and rules apply as for the study programmes awarded via hochschulstart.
